Programme Officer (Health System Support) (GMG/SEG 1)


JOB PURPOSE

To assist in the development, implementation and Monitoring of plans and programmes for developing and improving the health care services provided by the Ministry of Health. Assist in conducting external clinical audits. Monitor the implementation of systems regarding integration and levels of care at the regional and parish levels.

 

Qualifications

  • Registered Nurse
  • Registered Midwife
  • Training in Standards Development and Quality Assurance
  • Certificate/Degree in Health Services Management or equivalent (M.P.H. would be an asset) – Plus
  • At least nine (9) years progressive work experience in post registration

 

Key Responsibility Areas

  • Utilizes norms, protocols and performance indicators for monitoring and assessing/reviewing the levels of care concept and makes recommendations for improving the system.
  • Provides technical assistance and advice to regional and parish level services to support levels of care concept and ensures maintenance of quality services according to this concept in collaboration with the Director, Health services Support and Monitoring.
  • Prepares and disseminates policy and procedures manuals for the referral of patient between levels.
  • Identifies areas of research for health systems assessment and collaborates with regions and parishes in the execution of this research and implementation of appropriate findings.
  • Collaborates with head office regional and parish health staff in developing and implementing strategic for creating among health workers multi-purpose vision of the health services.
  • Conducts research on new strategies for inter-sectoral coordination and community participation in strengthening the health system and collaborates with the regions and parishes in implementing appropriate findings.
  • Assists in the developing and collaborates in the implementation of strategy to integrate the delivery of services focusing on the family.
  • Participates in inter-sectoral and inter-agency relations and follows-up on activity
  • Assists in conducting external clinical audits
  • Identify areas of health services delivery that require standards, policies and procedures. Initiate the development of the appropriate manuals and encourage usage. In this division, this covers all area of health care delivery.
  • Monitor and support Quality Improvement Committee/teams in the implementation, maintenance and evaluation of continuous improvement initiatives in clinical programmes.
  • Assists, guides and directs investigation of patients/clients complaints.
  • Participates in research activities undertaken in order to influence the formulation of policies, programmes and benchmarks.
  • Provides assistance on the National Health Disaster Committee.
  • Participates in the development of the annual work programme and operating budget for the Health Services Support and Monitoring Unit
  • Participates in the development review of monitoring mechanism to be instituted at regional level
  • Collects, reviews, analyses and prepares feedback reports for assigned programmes on a monthly and quarterly basis to be submitted to the Director of Health Services Support and Monitoring.
  • Prepares and submits monitoring and non-conformance reports within the stipulated timeframe.
  • Attends meetings/conferences at regional and national levels on behalf of the Ministry of Health.
  • Performs duties in the Emergency Operation Centre of the Ministry of Health in emergency situations
  • Performs other related duties as assigned by Director, Health Services Support and Monitoring and Director Health Services Planning and Integration

 

Required Competencies

  • Knowledge of the National Health Policies
  • Working knowledge of the techniques used to gather, analyze and evaluate data.
  • Knowledge of Management Principles and Practices
  • Knowledge of Public Health Laws and Regulations governing the health services
  • Knowledge of research methodology
  • Computer literacy
  • Knowledge of cultural norms and how they impact on health service delivery
  • Ability to establish and maintain harmonious working relationships with wide range of professional groups and organizations, locally and internationally.
  • Good inter-agency and community relationships
